2. Problem resolution

The Oracle database is not installed on this machine, so the plsql does not start.

3. Solution

Copy the instantclient_10_2 to the Plsql installation directory--The absolute path of the copy Oci.ll

Open Plsql, do not enter a user name and password, direct click Cancel

Plsql will open the window---Point preference settings

　　

Connect--Enter the absolute path of the oci.ll in the OCI library and restart the plsql.
