Before you encounter the problem, when the operating system is Windows Server 2012 (not R2), Microsoft Excel application is not visible in the Component Services after you install Office 2007. You cannot see the component service running in 32-bit mode even with MMC comexp.msc/32.

After inspection, it is necessary to fix the problem by modifying the registry:
1. Open Registry Editor regedit
2. Find hkey_classes_root\appid\{00020812-0000-0000-c000-000000000046}
3. Right click and select "Permissions", set everyone's permissions to Full Control
4. You should be able to see Microsoft Excel application in the component server at this time
(or you can see the component with the name {00020812-0000-0000-c000-000000000046})
Then set the component accordingly.
When the calling component appears with the Create object without permission problem, try to:
1. Select "Interactive User" in the "Identification" tab
2. Select "Start User" in the "Identification" tab
3. Create a new user in "Account Management", "Control Panel", and specify the user in the Identity tab
