Then open the PL/SQL DEV software. Modify in Preferences, tools: Oracle Home directory Name: D:\oracle\OCI Library: D:\oracle\ora92\bin\oci.dll Once this is set up, you can access the remote Oracle database through PL/SQL Dev. Attach the most original Tnsnames.ora file
