--with-mysql-sock=/var/mysql/mysql.sock

When compiling PHP, all of the PHP extensions you specify are built into PHP and loaded with PHP startup
PHP.ini doesn't work at this point.
Only when you compile the PHP extension separately, you need to pass the php.ini assignment
