Split-time-period disposition strategy

Time period processing strategy?
There are 10,000 data.
Only 1000 can be processed per hour.

How to do this sub-period and batch strategy??

Manual batching and split time periods are not considered.

I intend to use the scheduled task, and then batch all the data, a point in time to deal with a batch.
