Please follow the following steps for the corresponding processing:
1) Purchase SQL Server license to eliminate the limit of only 40 logical CPUs (depending on the current load situation, the impact should be small)
2) This CPU frequency is 2.1Ghz, slightly lower than our recommended 2.4Ghz standard, (according to 100% of the CPU display, the basic 0.2-0.3 seconds back to normal, this single CPU instantaneous use of 100% is normal condition)
3) hit the latest cumulative update for Microsoft SQL Server SP3:

4) hit the latest patch on cloud: PT119471
There is no way to see which mode of authorization is granted in SQL. There is also a way to see the select * from Sys.dm_os_schedulers and SQL startup logs as described in the following document.
