The first statement above is added if it does not exist each time it is executed, and is updated if one exists.

The second statement above is each time it is executed, if it does not exist, it is added, if present, does not operate.

In MSSQL, you can use things like:

IF  not EXISTS (SELECT*fromWHEREandINSERTintoELSE UPDATE SET ...
