The tomcat port number is occupied.
Error cause:
Port 8080 is occupied by other applications!
I found a solution on the Internet, and said that javaw.exe was closed in the task management window. Some said that tomcat was shut down and the test was available in some scenarios.

Solution:
Step 1: run the command: netstat-ano
Active Connections
Proto Local Address Foreign Address State PID
TCP 0.0.0.0: 8080 0.0.0.0: 0 LISTENING 656
TCP 0.0.0.0: 8080 0.0.0.0: 0 LISTENING 656
It can be seen that the PID of the Process occupying port 8080 is 656
Step 2: run the command prompt Symbol: tasklist

TNSLSNR.exe 656 Console 0 8,992 K
Listen, the 80 port is occupied by tnslsnr.exe
Step 3: Use the task manager to stop tnslsnr.exe
Step 4: restart tomcat to start properly
This method allows you to know which application is occupying your port number. The only drawback is that I cannot remember the command line.
Then, if you cannot find out how to close the application that occupies your port number, you can restart your computer to test the availability.
