Troubleshooting the PostgreSQL service startup and shutdown

The view log finds the following error message:
%t log:could not receive the data from Client:an operation were attempted on something this is not a socket.

Step 1: Reset the WinSocks
By resetting the Winsock layer, the browser can use the URL to find the Web page. Use the following steps, as appropriate for your version of Windows.
Computers that have Windows XP Service Pack 2 or higher installed
If you have Windows XP Service Pack 2 or later installed, follow the steps in this section. If Service Pack 2 is not installed, skip to step 2.

Step 2: Tap Start, then tap Run.
In the open item, type: netsh winsock reset
Tap OK, and then restart your computer.

Step 3: Open cmd, run netsh winsock reset, restart the computer, troubleshoot!
