The ultimate solution for the title bar missing when Compiz is installed in Ubuntu 11.04:

1. Delete the configuration file first.

Alt + ctrl F1 switch to the character interface rm-rf. gconf/app/compiz *

2. Delete all dependent libraries and software:

Sudo apt-get autoremove -- purge compiz-* emerald *

3. reinstall the software in ubuntu softcenter.

Re-configure compiz. Do not change these configurations under the Destop option. The title bar will no longer appear after I change it.
