Android highlights 33: Avoid fetching Android sdk compoment information and fetchingcompoment every time the AS is started

Every time Android Studio starts, it needs to go to the fetching sdk. Because we still cannot connect to the official Android sdk website, the interface will be stuck there for a long time.

The solution is to disable the function of every fetching sdk.
Add the following content at the end of the idea. properties file of Android Studio:
