Step 1:

Download instantclient-basic-win32-10.2.0.5.zip from the oracleofficial network to the local machine, decompress it, create an oracle folder under the C root directory, copy all extracted files to the C: \ oracle directory, and then in C: create a Network folder under the \ oracle directory, create an ADMIN folder under the Network folder, and create tnsnames under the ADMIN folder. ora file in the following format:

Enter the oracle configuration you want to connect to in the preceding format.

Part II

Download the PLSQLDeveloper software, install it, and run it,

Click Cancel to go to the main interface. Click Tools> preferences, as shown in.

Enter the newly created C: \ Oracle directory in the oracle Home Directory Name

Enter C: \ oracle \ OCI. dll in the oci Library

After filling in the information, rewrite PLSQLDeveloper.
