Write a Tnsnames.ora file under this folder

Restart Plsql, enter the user name, password, select the PL/SQL instance name to enter the database

The initial login may have the problem of Chinese garbled, the solution is as follows:
Add an environment variable to my computer, properties, advanced, environment variable: variable name: Nls_lang variable Value: American_america. Zhs16gbk
Reconnect to display Chinese correctly.
If you want to convert to the UTF8 character set, you can assign "Nls_lang" to "American_america." UTF8, other codes ibid.
