Before you develop your Windows Phone 8 application, you need to install the Windows Phone 8 SDK (software Development Kit) on a computer running a 64-bit version of Windows 8. The reason for this is the Windows Phone emulator, which operates as a virtual machine in Hyper-V (Microsoft's virtualization platform). So you'll be running the Windows Phone 8 operating system on your desktop that looks like a phone window to test your work.
1. Understanding Operating System Requirements
If your computer does not have a 64-bit version of Windows 8 installed, you need to install it first. If you are unsure of the version of Windows 8, you can go to the control Panel, system and security, and under the system you will find the system type:

Take me for example, I purchased the OEM version of the Windows 64-bit Professional Edition. I don't think I can do a clean installation by upgrading. But not really, I can use the upgrade option to save some money.
Tip: Windows 8 64 bits are not the same as Windows 8 Professional editions. They are:

In order to develop a Windows Phone application, you don't need a Professional edition, just make sure you use a 64-bit version.
You will then need to download and install Windows Phone SDK 8. If you have installed a professional version of visual Studio 2012 or higher, the installer will only add the tools needed for your phone development. If you do not have Visual Studio 2012 installed, Setup will add Visual Studio Express for Windows Phone 8. This will provide a one-task version of Visual Studio, which is dedicated to the development of Windows Phone 8, so you will not get to create Windows 8 application store applications, Windows Presentation Foundation applications, ASP. NET Web applications and other tools.
