Virt-manager is the primary tool for managing KVM virtual environments, and Virt-manager requires root users to use the tool in the default settings. When you want to host a virtual machine on a KVM hypervisor server, it is not always convenient for the end user to access these virtual machines, rather than the root user.
In some cases, this problem can be easily avoided with some virt-manager settings. If the end user needs Virt-manager remote access to a virtual machine, it may be necessary to provide Virt-manager with a secure shell to access the virtual machine. This virt-manager setting is not complicated because you do not need to grant additional Virt-manager permissions to the host, and you only need to access your Virt-manager virtual machine as the root user. However, if the user needs full control of the virtual machine, including the hardware settings shown in the Virt-manager tool, the situation becomes a bit more complicated.
