If this function is normal access, and other users of the LAN can not access, then the result of the judgment is likely to be a firewall problem.
Workaround:
Since the problem is on the firewall of Windows7 or Windows Server R2, there are two possible workarounds:
One, completely shut down the Windows Firewall features, not recommended
Second, add the corresponding Inbound/outbound rules under the Windows Firewall configuration panel:
1. Firewall--Advanced settings--inbound rules--Right click New Rule--Select Port--Select tcp--> specific local port, fill in your port like 1234
-The next "Allow connection"-and the next profile "apply this rule appropriately" is all checked and next name-to-finish.
2. Firewall--Allow programs or features to go through Windows Firewall--Tick the website name you just added above--and continue to tick Web Management Service (HTTP)--OK finish.
We recommend that you use method two to complete the firewall settings, then the same LAN computer will be able to access your computer on the IIS published Web site.
Network other users cannot access problems after IIS publishing Web site (GO)
