Set the profiles of the below three to ' None '

Set the following three configuration files to none

Fnd_validation_level
FND Verification Layer

Fnd_function_validation_level
FND Functional Verification Layer

Framework_validation_level

Structure Verification Layer

The issue could is related to Roles being missed. Can you perform the following steps:
1) Login with the SYSADMIN user and click on user Management
2) Query for the User (who's getting this error shared in the screenshot)
3) Click on Assign Roles
4) Search for Role learning Catalog Administrator
5) Enter Some justification and click on Apply
6) Make sure, the Workflow Background process is been run so, the roles is effective.
7) Retest
