Workaround:
Method 1. Direct modification of Listener.ora
The path on my machine is: D:\oracle\product\10.2.0\db_1\NETWORK\ADMIN\listener.ora
Modify the host name or IP
Method 2. Through Net Configuration assisant reconfiguration, all the way to return to the finished.
Method 3. Through Net Manager, modify directly under the Listener node.
I installed Oracle on my own computer and found that there was no isqlplus service in the service, so I entered it directly in CMD:
Isqlplusctl start
It's OK.
