Scenario 1: Use sqlplus to log on

If you enter the user name password normally, an error will be reported because sys is a super administrator outside the database, so when we log on

Enter the password + as sysdba (for example, 123456 as sysdba)
Scenario 2: Use PL/SQL to log on

This is a common operation for logging on to the database. However, when using sys as the user name to log on, we will report
ORA-28009: connection as sys shoshould be as sysdba or sysoper errors
Solution:

Change the normal value in the "connection as" option box to sysdba or sysoper to log on successfully.
