Method/step

1. create a new file pixel: 500*800, and then use the paint bucket tool to fill the background with black

2. create a new layer, use the rectangular tool selected in the left toolbar to draw a rectangle, and then use the paint bucket tool to fill it with white.

3. Select filter> style> wind in the top menu bar. the parameter is: Strong wind, right.

4. Select filter> blur> dynamic blur in the top menu bar. the parameter is 0 degrees/33 pixels.

After setting it, click "Ctrl" + "F" on the keyboard and repeat "dynamic blur" twice.

5. select "edit"> "change"> "clockwise 90 degrees" in the top menu bar. after the image is rotated, move it to the bottom of the canvas.

6. Select filter> twist> polar coordinate in the top menu bar, and select polar coordinate to plane coordinate.

7. press the shortcut key "Ctrl + T" to straighten it out, and then use the rectangular tool box to select the remaining part on the left to delete it. then copy the cut layer, flip it horizontally, and use the mobile tool, put them together into a feather

8. Use a rectangle tool to draw a small rectangle in the middle of the feather, fill the white with a paint bucket tool, and use it as a feather stem. Finally, use an eraser tool and select the paint brush size as a relatively imaginary stroke, smear the excess part of the feather to make it more natural.

You can use an eraser tool to smear excess or incompatible parts.
