Method/step

Import the materials and copy the background layer.

After copying the background layer, change the image size and press ctrl + t to make it more effective than the source image.

Make a magnifier handle. for details, use the rectangular tool and layer style.

Create a circular selection area with the same internal size as the magnifier

Create a cut mask in the copy of the background layer, adjust the layer in step 4 to the cut mask, and press ctrl + [adjust

Select the layer of the magnifier handle and the layer in step 4, right-click the layer to connect, and move the layer in the magnifier handle to see the effect.
