Solution:
Modify the workspace \. Metadata \. plugins \ org. Eclipse. WST. server. Core \ servers. xml file.

Change start-Timeout = "50" to start-Timeout = "1000"
Restart eclipse.
Other reasons:
I used to change the port number to 8090, but ignored the changes elsewhere.
