The answer is very easy,azure provides two types of SQL services, one is the SQL on Windows server virtual machine type, which means that the creation of the type of virtual machines automatically loaded SQL Server, without the user to prepare the SQL installation files for installation, the very aspect The other is the SQL service for the PAAs layer, no virtual machine management, only the database, accessed through the Microsoft SQL Server Management Studio connection. The 2 most intuitive difference is that you need to manage virtual machine +sql, which you only need to manage SQL. This article mainly introduces the former one.
Or as before, create the virtual machine, but select the virtual machine image is SQL on Windows Server
Enter the virtual machine name and the virtual machine user name password, as well as the resource group

Create an availability Set
I chose the previous storage account
I choose the virtual machine is a dynamic public IP address
