Based on the above reasons, this paper proposes the concept of Decision-making probability on the basis of comprehensive consideration of user satisfaction, price, and relative link quality. The decision-making probability describes the degree to which a user is willing to select a network.

In order to use mathematical methods to describe the user's satisfaction with QoS provided by wireless networks, the concept of satisfaction function is introduced first. Use Function S6) to indicate user satisfaction. In fact, it maps parameters related to service quality to the real number field. In a system composed of M heterogeneous wireless networks, vector B = b1 ,..., (BM) indicates the QoS parameters that the M network provides for users. Therefore, if users use services of different networks, they will have different QoS experiences, and different QoS experiences will correspond to different QoS satisfaction levels.

In fact, this value increases with QoS satisfaction and relative link quality, and decreases with price increase, that is, Ajsj, pj, and delta j.

In fact, due to system capacity limitations, the bandwidth provided by the Network for users is not infinitely large, so the network charges will not be infinitely large.
