I studied it today and found that the reason is:

If you copy commands from a webpage or word, sometimes there will be two "-", such as: stsadm -- o export.

It looks like a "-" in the command line, which is amazing, so the command goes wrong.

There are two solutions:

1.Break the command into the command line by yourself)

2.Copy to the Wordpad, and remove the redundant "-". copy to the command line.
