Google, this device is a guy named "Network Vanguard", targeting routing and proxy, it uses the SNMP protocol and one MAC address of the same IP address to determine whether the Internet is shared. We separately cracked:

1. Routing
Log on to vro management and disable port 161 used by SNMP. This is what I said online. I have never tried this because of the switch used in my dormitory.
2. Proxy
