Again, the problem may be related to the operating system's file system permissions, asked the customer, the original customer before the system problem did a reset ArcGIS Server run account password operation. The customer is the account password reset operation directly through the Windows Admin page.

The permissions for the ArcGIS Server installation directory and the system data directory are reset.
