The provincial and municipal databases are downloaded and processed for the general version of the provincial and municipal databases.

Based on the business requirements, the general edition is used as follows:

1. Municipalities.Special treatment is performed for Shanghai, Tianjin, Beijing, and Chongqing, which does not differentiate city jurisdictions and counties. For example, in Shanghai: "Shanghai -- Xuhui District", this is an effect.
2. Municipal jurisdiction processing.Remove the concept of city jurisdiction, such as Nanjing. The following city jurisdiction will be removed, retaining the original flavor of the district and county level.

Statistics after processing are as follows: 34 provincial units, 340 municipal units, and 2865 county-level units.
