EF Code First update database times wrong: Provider:sql Network Interfaces, error:26

The following error occurred while using EF Code first to update the database times:

A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or could not be accessed. Verify that the instance name is correct, and that SQL Server is configured to allow remote connections. (Provider:sql Network Interfaces, error:26-Error locating the specified server/instance)

Consider a SQL Server configuration problem, try the following:

→ Open SQL Server Configuration Manager, "SQL Server Configuraiotn Manager"
→sql Server Network Configuration--mssqlserver protocol
→ Enable named Pipes, TCP/IP
→ Restart SQL Server (MSSQLSERVER)

Still error.

Is it a syntax error to update the database?

There are roughly 2 class libraries in the project:

Somename.data
Somename.entities

After using the enable-migrations and add-migration "Somemigrationname" statements, update the database with the following statement:

Update-database-verbose

Perhaps there is no reason to specify which class library. The syntax for the completion update database is as follows:

Update-database-startupprojectname Somename.data-projectname Somename.data
