Excel2010 converts decimal to percent method
Method One
[1] Select "C1", enter "=text" (A1, "#%") in the cell, and enter when finished.

[2] Select the remaining decimal cells, right-click, and select Copy from the shortcut menu that pops up.

[3] Select the range of cells you want to paste into, right-click, and click Formulas under Paste Options on the shortcut menu that pops up. So all the decimals are converted by percentages.
Method Two
[1] Take the decimal in the following document as an example, first select the range of cells that you want to display decimals to, right-click, and click Format Cells in the pop-up shortcut menu.

[2] In the pop-up dialog box, switch to the Number tab, select "percent", set the scale to "2". When you are finished, click OK.

[3] The selected decimal number in the A1 cell is converted to a percentage.

Tip: Do not arbitrarily change the number of decimal places, so as not to come out of the results and small values do not correspond. If you need to keep the original data, select the other cells when you format the cells.
