Finally, we found that there is no such iisexpress.exe, ProgramFiles/IIS express under ProgramFiles (x86)/IIS Express.

Simply uninstall it, And then reinstall an IIS 8 express OK. It is estimated that it is damaged for some reason.

When webmatrixweb.exe is started, it cannot be completely successful.
