3.1 Enable advanced settings
Go to Control Panel, click System and Security, and then click Windows Firewall. In the "Use Windows Firewall to help protect your computer" page, select "Allow programs or features through Windows Firewall" in the list on the left.
Or, open Windows Firewall with advanced security directly in Administrative tools.
You can use Windows Firewall with Advanced security only if you are a member of the Administrators group or Network Operators group.

3.2 Open Properties Window
Select the root node in the list on the left and select Properties from the right-click menu. You can also open actions in the main menu, and then select Properties.

3.3 Configuration Profiles
The Properties window lists the configuration files for each of the three network locations.

In the status area, click Customize to select a network connection protected by Windows firewall. You can view the networks that each network connection is connected to in your Windows network settings.

In the log area, click the Customize button to set the relevant options for the log for the configuration file.

3.4 Configuring IPSEC Settings
IPsec (that is, IP Security) is frequently used in VPN encrypted communications. It supports peer authentication at the network level, data origin authentication, data integrity, data confidentiality (encryption), and replay protection.
In the MMC (Microsoft Management Console) through the IP Security Policy snap-in, you can create IPSEC policies and manage IP filters. You can also create IPSec policies and manage IP filters from the command-line tool "netsh IPSec" at the command Prompt window.

Windows needs to start the IPsec Policy Agent service. This service enforces IPSEC policies. When you stop this service, you may experience network connectivity problems if the policy requires a connection to use IPSEC. Similarly, when this service is stopped, remote administration of Windows Firewall is no longer available.

In the Firewall Properties window, you can customize IPSec settings on the IPSec tab.
