First, open your Python installation location, as shown in the path, locate the Desktop10.3.pth file, open the view, and add your ArcGIS related path to a total of 3 absolute paths to the file, as shown in:

Second, open the Pywin32.pth file, view the content, and modify it as follows, in fact, the absolute path of the above file is re-copied to go in again:
