Description:
The message engine cannot register the "SOAP" adapter for the "/EIAC. EAI. ExpenseContract. WebService/WebService_EIAC_EAI_ExpenseContract_Orchestrations.asmx" receiving location. Verify that the receiving location exists and the independent adapter runs under an account that can access the BizTalk database.

- Create an App Pool in IIS and use the Users in BizTalk Application Users for the account.

- Try to access the WebService URL and make sure it can be opened.
