Google AdSenser stay away from traffic exchange plan

Today, I saw the official Google AdSense Blog and sent an annotation: A note on traffic exchange programs.
Google's note is that for those advertising publishers, it is strictly prohibited to participate in plans to increase the volume of display and click numbers, such as the following:
Paid-to-click
Paid-to-surf is paid to others to encourage browsing
Auto-surf auto-show and auto-click programs
Click-exchange programs
These are already banned by Google. If the publisher is found by Google, the account will be stopped directly without any warning.
Now, for this gray area, traffic exchange, Google also expressed inencouraging information:
We occasionally receive questions from publishers interested in using traffic exchanges to bring traffic to their site. while these services may help advertise your site, we don't recommend using them, as they may also result in similar invalid activity.
Due to the traffic exchange plan, similar ineffective clicks may occur.
Google's attitude is that it is better not to use these traffic exchange plans, which generally include traffic exchanges, such as pop-up windows or frame. These items are unfriendly to users, but they are better removed.
This statement also shows that Google will control or adjust the Click price of ads for these program participants. The bigger reason is that Google does not have enough technology and manpower to identify which user-initiated clicks and passive and misleading clicks in these plans.
There are many ways to increase the traffic, so unnecessary methods, cheating methods, and gray methods should not be used. We should use a reasonable method to increase the traffic.
