This situation occurs on systems that use IIS7 because IIS7 limits the size of the uploaded file and allows maximum upload of 30M by default.
Solution:
Modify Iis_schema.xml This file to first obtain the control of this document;
Enter directory C:\Windows\System32\inetsrv\config\schema, modify file Iis_schema.xml permissions:

Select "Owner"
Check Administrators OK
Then enter the permission editor, modify administrators Full control.
