First step

10. Create the eyebrows of the cookie man
First step
Draw two paths (1) on the eyes, give them a 9pt blue stroke, and in the Stroke panel, select the rounded corner function to keep the rounded end and start. Two paths are selected to use the Extended functionality (3) below the object.

Second Step
Keep the eyebrows shape selected, use effects > Styling > projections, and set the parameters as shown below, click OK.

Third Step
Keep the eyebrows selected, add a new fill in the expansion panel to the original, and use white as the fill color. Use the effect skew and transform > Transform effects to set the effect as shown below. Now using effects > Styling > Feathering, the Blur value sets the radius of 8px.

4th step
Still keep the eyebrows selected, use effects > Styling > projections, and then use the projection effect.

11. Create Cookie man's mouth
First step
Use the Pen tool (P) to draw a path like a mouth and set a 7pt red stroke. The object > extension is then used so that the stroke becomes filled.

Second Step
Select the mouth shape, use effects > Styling > Inner Glow, set as shown below (1).
