The workaround is to turn this sip off in Apple's recovery Console
1. Start the Apple system and hold the commend + R key until you see the Apple logo
2. Open the terminal in the Utility tool
3. Input
csrutil disable
command, if the reality successful means success
4. Input
reboot
Restart the apple, and you'll see VMware Tools working and Fullscreen.
