Visual Studio2010 cannot install Silverlight4_tools, prompting language inconsistencies

Workaround:

1) Unzip the Silverlight4_tools.exe downloaded from the Microsoft website with compression software.

2) Edit the extracted parameterinfo.xml file with Notepad

5) Once saved, double click on SPInstaller.exe to install.
