Site Collection Administrator
Site Collection is a relatively independent storage unit in SharePoint. For example, you can create a Site Collection for a department or a Site Collection for a project. How is the Site Collection Administrator set it?
When creating a Site Collection, you can enter two administrators. Then, the Farm administrator can modify the settings in Central Administration.

However, you can also set the Administrator in Site Settings.
The two administrators in Central Administration are here by default. However, you can enter multiple.
So what are the differences between administrators in Central Administration and those in Site Settings?
There are the following points:
1. The administrator in Central Administration can receive emails. For example, when the quota of Site Collection is full, the reminder email is sent. However, the Administrator in Site Settings does not.
2. Delete the Administrator in Central Administration in Site Settings, and do not modify the Settings in Central Administration. That is to say, they continue to be administrators.
