GB2312 encoding available on the UWP

Probably in the WP8 time, there is a WP8 available on the Internet GB2312 encoding solution, that is the dbcscodepage.

But because UAP started, Microsoft deleted the GetManifestResourceStream, so this thing can not be used

How to use

1. Add two files of the compressed package to the project

2. On Gb2312.bin, right-click on the property, and then change the build action to "content"

3. Await dbcsencoding.getdbcsencoding ()

If two files are not placed in the root directory of the project, you need to locate the "Ms-appx:///gb2312.bin" in DBCSEncoding.cs to change the URI to the correct location.
