H.265 relationship between CTU size and bit rate and algorithm complexity

CTU is the LCU. It is a new concept introduced by h.265. it is similar to the previous macro block of video codecs. The size of CTU can be 16x16, 32x32, 64x64, you can set h.265 to select the CTU you need.
