1. Open the picture in Photoshop, first select the hair with the selection tool. Here, use the Magnetic lasso tool to select it, as shown in Figure 1.

2, after you create a good selection, you can add a hue/saturation adjustment layer. Set as shown in Figure 2, the adjustment results are shown in Figure 3.

3. Change the layer blending mode of the adjustment layer to linear Dodge, the effect is shown in Figure 4. Of course, this method is also a test, need to continue to try.

4, the use of brush tools, select the brush size to 19 pixel size, and then change the brush's opacity to--50% in the Tools Options bar, and then click the "D" key on the keyboard (restore foreground and background colors as the default-black/white) and draw on the mask of the adjustment layer.

When drawing on a mask, draw with a white brush over the hair for the part that becomes white, and a black brush for hair white beyond the hair.

Hair details can be drawn through the hair brush to draw more details, and here is a brief introduction.

Create a new blank file 200*200, use a pixel brush, click a few points on the canvas

Execute the Edit > Define Brush Preset command, and after you have defined the brush, set the following in the drawing panel. Then we can use this brush to easily draw the details of the hair.
