This requirement can be achieved using the software film cube, namely, MPEG Video Wizard.

You can download the shared trial version of the software from the Internet and start a Chinese version. Some problems may occur. Many files in different formats cannot be imported normally. You can use the English version v4.0.4.112 after downloading the software.

1. First open the installed movie cube and import the image to be converted (how to import it? You can drag the file to the Left area or the import button marked in the dot to complete the operation. You also need a sound file (I recorded a file as small as possible with a windows recorder, because no sound is needed ).

There are many items on the Video tab, and I have also changed a lot. Change the corresponding parameters as needed. Pay attention to setting the width, height, and frame rate.

There are not many items on the Audio tab, and there is no need for Audio. Two items are changed.

Finally, on the Monitor tab, click Start until the green bar in the middle is complete. Done is displayed, and the ts file is generated. The default suffix is mpg. If you are not satisfied with the final effect, then, redo it to adjust the relevant parameters.
