This problem is troublesome. I have found N documents which are incomplete and cannot completely solve the problem. I summarized the information and tried to solve it as follows:
To solve this problem, stop IIS first (if you do not stop IIS, subsequent operation errors may occur), and then run the following command:

1. Open the computer: local users and groups, and set passwords for "IUSR _ machine name" and "IWAM _ machine name,
The passwords of these two users must be set to the same, for example, "ABC123 ".

2. Start -- run -- cmd
Then cd d:/inetpub/adminscripts (my system is on disk D)
Then cscript.exe adsutil. vbs set w3svc/wamuserpass "the password ABC123 just set"
