Implement strcat (S, T) functions using pointers

Use pointers to implement strcat (S, T) functions,

Note: 1. in the strcat function, the pointer P and pointer s point to the same address. In the return result, the address included in P points to the content pointed to by the address S.

2. Since the return value is P and it is a pointer type, we also need to define strcat as a pointer type.
