Better issue tracker integration: Now you can create issues from testlink via API (rest, XML-RPC, soap) for Mantis, redmine, Jira, fogbugz

1. Go to the background product management/issue tracker management and add Jira integration. Currently, DB is not supported.

2. Bind issue tracker to the test project

Select a test project and set its issue tracker to the created issue tracker,
