It mainly refers to repeated clicks of an IP address multiple times, regular periodic clicks of an IP address or IP segment. These will not produce fees for advertisers, nor bring revenue to publishers.
In the past, Google Adsense was very cautious about processing invalid clicks. As long as there are invalid clicks beyond a certain limit, the account will be stopped. Recently, the processing measures have been significantly improved, that is, the second ineffective click will no longer have a substantial impact on your account.
