JPG and Tiff are normal images, but tiff may also be in geotiff format. Check whether coordinates and spatial reference information exist.

Tiff contains coordinates and space references. jpg does not contain coordinates and space references. However, jgw saves coordinates and axu. xml saves space references,
You can use arctoolbox> Data Management toos> raster processing> resamle to generate jgw, aux. XML. RRD and aux files, but they cannot only generate coordinate files and space reference files.
You can use global mapper-> file-> batch convert/reproject-> to generate JPG, jgw, tab, prj, and other files. You can also generate only the coordinate files and space reference files, however, the aux file cannot be generated, and the Space reference file that can be read by XML ArcGIS must be generated. XML can only be generated from tab and prj.
Therefore, different software must be used together to meet the requirements.
