The above problems can be resolved by using transport rules in Exchange2007, where the administrator can complete the settings for the attachment policy by defining the two configuration options on the criteria page. The first condition is "when any attachment is size or equal to a limit", and the second condition is to set "users from within or outside the organization." Once these two conditions are selected, the administrator can set the relevant settings for the mail attachment size within the company.
Here's how it works:
1: Select Transport rule
Open the Exchange Management Console
Select organization Configuration-Hub Transport-transport rules in the Exchange Management console
Right-click in transport Rules, new transport rule, 4.1

2. Create a rule name
On the introduction page of the transport rule, create a new rule name and comment, and then click Next when you are finished, as shown in 4.2.

4. Click "OK" in the selected condition and select Next if the size of any attachment is greater than or equal to "OKB" and the capacity is limited to 15KB. 4.4 is shown

5. In the Criteria option, select the User from Internal organization option and set for select Scope, and click OK when you are finished. 4.5

6. After the previous condition setting is complete, select Next, go to the action option, and in the Action option, select the action to take when the condition is met. Here, select Send Bounce message to sender with enhanced status code. When the selection is complete, click Next, as shown in 4.6.

7. After selecting default for the exceptions option that follows, select Create in the Create Rule option, shown in 4.7

8 When you are finished creating, click Finish.
9 After the rule is created, you can test through the user email, such as when the user Alice sends a message with an attachment greater than 15KB to Bill, and the result Alice receives the notification report, 4.8 shows
